FMCSA Operations Largely Unaffected by Government Shutdown

In accordance with the DOT's government shutdown plan (Microsoft Word - DOT Shutdown Plan 9.30.25.docx), FMCSA’s 1,084 employees are primarily funded by authorized contract authority and paid out of the Highway Trust Fund.

This means “All operations continue as normal with a lapse in annual appropriations, subject to the amount of liquidating cash the Agency has available."

National Highway Traffic Safety Administration (NHTSA) likely won't see any reduction in operations either, however, most of Federal Aviation Administration's (FAA) employees will be furloughed during the shutdown.
